Fate of Monarchy through Referendum

Nepalese living in the United Kingdom have urged the seven parties’ alliance and the Maoists for the resolution of the current political impasse through the election of constituent assembly at the earliest in accordance with the mandate given by the people through popular movement in April.

Speaking at a symposium held on 7th October 2006 at Reading under the joint auspices of Nepalese Democratic Forum (NDF), UK and Reading Nepali Samaj, Reading, UK the speakers said the fate of monarchy should be decided through the referendum. All other outstanding issues should be resolved by drafting a new constitution following the election of constituent assembly. They also urged that the referendum should be either ceremonial monarchy or democratic republic and the constituent assembly should be converted to parliament after drafting the constitution.

They emphasised the need of ending autocracy and feudal concept in any form and formulate a long term state restructuring development policy for the development of the country. The participants of the programme also urged for the implementation of the agreements and understandings made between the seven parties and the Maoists and take strong action against the culprits of the human rights violators as impunity can repeat the history.

The speakers also expressed their concern about the sluggish performance of the government as major issues have not been resolved even after five months of the popular movement in April.

The main objectives of the programme was to urge the major political party leaders, government and the Maoists to finalise the interim constitution, fix the date of constituent assembly and manage the arms and armies as early as possible.

The leaders of the seven parties and the Maoists were urged to make fundamental change in the state policy for peace, democracy, progress and prosperity of Nepal. The arms should be managed under the UN supervision and there should be guarantee of free, fair and impartial election of constituent assembly.

Speaking as a key note speaker, Prof. Surya Subedi emphasised the need of formulating the need of a long term national policy for peace, democracy and progress of the country.

Speaking on the theme of Mandates of the people’s movement 2063, Dr. Ramesh Dhungel said that end of autocracy and maintaining an environment of peace was the mandate given by people through popular movement.

Extensive discussion was held on present deadlock on the implementation of 12 point understandings, management of army and weapons by Dr. Bishnu Ghimire. Dr. Badri Bastakoti was the moderator of the discussion group.

Discussion was also held on the Role of various national and international actors; political willingness and responsibility presented by Dr Naya Sharma Paudel and on Interim constitution; parliament; Interim Government; Action to the culprits by Mr Krishna Upadhyaya. Er. Narad Bhandari and Ram Sharan Simkhada were the moderators on the themes.

Chairman of the NDF, UK Ang Kaljang Lama and Chairman of Reading Nepali Samaj Arjun Basnet chaired the first and second session of the programme respectively. The programme was conducted by Harihar Pokharel.

The programme was organised to update the understanding on the present political situation in Nepal and present the outcome of the programme to the government and other concerned parties in order to make them know the Nepalese Diaspora’s concerns and views on the present situation of Nepal.

लागी जुन गतिमा प्रकृयाहरु अगाडि जानु पथ्र्यो त्यो गतिमा लगभग गतिरोधको अवस्था देखा परेकाले हामी बेलायतवासी नेपाली अत्यन्त चिन्तित बन्दै आफ्नो मातृभूमिको शान्तिपर्ूण्ा राजनितिक समाधान होस् र भावी बन्ने मुलुकको संरचनाले समृद्धराष्ट्र बन्न सकोस् भन्ने चाहना अनुरुप बेलायतवासी नेपाली बुद्धिजिवी वर्गमाझ वृहत छलफल गरेर यसलाई रेडिङ घोषणा भनि तल उल्लेखित निर्ण्र्ाागरियो । यि निर्ण्र्ाारु बेलायत बस्ने नेपालीहरुको भावना भएकोले सम्वन्धित निकायहरुले यसको कदर गरुन् भन्ने हाम्रो जोडदार आग्रह छ।

राजतन्त्रको सम्बन्धमा सेरोमोनियल राजतन्त्र वा लोकतान्त्रिक गणतन्त्रको वारेमा निर्ण्र्ाागर्ने अधिकारी र्सार्वभौमसत्ता सम्पन्न नेपाली जनता नै भएकोले उक्त सम्बन्धमा जनमत संग्रह मार्फ् निर्ण्र्ाागर्नै ।

जनमत संग्रहको सँगसगै संविधान सभाको चुनाव पनि गराउने । संविधान सभासदहरुनै जनअनुमोदित भएको हुदा उनिहरुनै संसदको सदस्य हुने ।

संविधान सभाको निर्वाचन ६ महिनामा हुने गरी अन्तरिम सरकारले गराउने । संविधान सभालाई नै प्रतिनिधिसभा घोषणा गर्ने ।

संविधानसभाको चुनाव भौगोलिक आधारमा गराउने । जाती, भाषा, वगर्, वर्ण्र्ााादीको आधारमा राज्यलाई संघिय संरचनामा लैजानु हुदैन ।

दलित, जनजाती, महिला आदीलाई समेट्ने गरी उपल्लो सदनको निर्माण गर्ने । उक्त सदनलाई राज्यको नीति निर्माणमा प्रतिनिधिसभा सरह अधिकार दिने ।

माओवादीसँग रहेको हतियार संयूक्तराष्ट्र संघको सुपरिवेक्षणमा राखिनु पर्छ र माओवादी शक्तिलाई संक्रमण अवधि र जनमतसंग्रह वा संविधानसभाको चुनाव सम्म सुरक्षा र उनीहरु शान्ती रहदाको हदसम्म राज्यको सुरक्षा संयन्त्र प्रयोग हुनु हुदैन । संविधानसभा र जनमत संग्रहको परिणामलाई सबै पक्षले स्वीकार गर्नु पर्छ ।

पिछडिएका क्षेत्रलाई प्राथमिकता दिई राज्यको श्रोत साधनको समानुपातिक वितरण हुने गरी अधिकतम् बिकेन्द्रिकरण गर्ने ।
